This article aims to examine the operationalization of the Blumenau Extreme Events Monitoring and Alerting System (ALERTBLU), in events occured in October 2015, and also to analyze the interfaces between the system and technologies, before and after Disasters. It argues that, the system represents a significant advance in municipal disaster risk management, endogenous and exogenous aspects to the AlertaBLU compromise the effectiveness of the system. To develop this argument, the article used three main procedures: 1) bibliographic research on disasters; 2) consultation on the AlertaBLU to municipal public agencies; 3) survey and analysis of 84 news articles from the main newspaper of Blumenau, 59 news on the website of Civil Defense and 34 news on the largest page on disasters in Blumenau on Facebook. The article is structured into four essential parts: 1) introduction; 2) disasters and the AlertaBLU system in Blumenau / SC; 3) AlertBLU interfaces in October 2015; 4) Final conclusions. |
