Resumo: The economic development is the goal of any nation, however, the economy is subject to downturns that hinder the achievement of this goal and affect the job offer. With the recovery of the economy after the expiration of these periods, some cities have difficulty in recovering. This research seeks to explore the reasons that lead cities to this, using as theoretical basis the laws proposed in 1966 by the economist Nicholas Kaldor to justify the slow growth of the United Kingdom, and proposing a relationship between the predominance of the tertiary sector in the Gross Domestic Product of the Paraná’s cities and the variation of formal employment. For this verification, data related to the sectoral GDP form 2016 of the cities of Paraná and the variation of formal employment between 2015 and August 2019 were used, testing the hypotheses of the existence of relationship between these variables through statistical analysis of correlation and linear regression. The results showed a statistically significant relationship between cities with greater economic dependence on the tertiary sector and the loss of formal jobs in periods of economic recession.
