The country's housing deficit is constituted of 90% of the low-income population, evidencing the need to strengthen new construction modalities that produce economically viable works and with reduced execution time. In this context, the research aims to elaborate a proposal for regulations for the use of containers in civil construction so that the regulation allows an alternative to meet the demand of housing of social interest. The inherent benefits of this technology are a low-cost, short-term execution, minimal waste generation, flexibility, mobility and constructive practicality, as well as a reduction in the cost and quantity of labor. The current legal requirements, through its rigid bureaucracy, make it impossible for a construction with a non-standardized system to participate in government programs such as the Minha Casa Minha Vida (PMCMV) Program. They are restrictive facts that prevent the advances in relation to the beneficial potentials that the system of containers provides to the society. The study is based on references of actors who worked on the theme in countries that use the material for years, as well as interview with experienced professionals in the area of design and execution of this constructive typology. Using these procedures, the scope of the technical standard was generated at the end, and then visits were made to container works in order to evaluate the proposed document. It is understood that the research contributes in the attempt to humanize the civil construction sector through actions supported in the pillars of sustainability and with the purpose of increasing the quality of life of the population, regardless of social class. |
