Resumo: Used in Brazil since the 1990s, the Compliance is characterized by a set of actions to mitigate the risks of an organization and the prevention of corruption, thus complying with the rules and regulations applicable to the business, to the code of ethics and the institution's policies. Currently, companies in the construction sector stand out in the disclosure of scandals involving fraud and paying kickbacks. On the grounds atinigir goals, the need for various government approvals to begin a work and the process of producing the material of it can take years, it is used unlawful methods to accelerate these processes. For this research we used the method of literature review so that by studying the concepts and interpretations of the authors on the Compliance, we obtain knowledge on the subject. Based on this literature review, this research proposes results in a structure with the main stages of a Compliance program for its implementation in small and medium-sized businesses, considering the number of employees.
