Resumo: There is a substantial debate about the construction industry lagging condition in Brazil, with a great deal of research on this subject, usually related to production processes, technologies and management strategies. However, this work seeks to characterize this “backwardness” from the exploration of three arguments related to the theme - self-construction and other irregular types of construction; the precariousness of work in the sector, especially for the workers and laborers; and the systematic state of corruption that permeates it, in order to understand the evolution of these themes in the country and its implication in the current state of civil construction, through the use of both bibliographical and documentary research. Additionally, to relate, in an exploratory way, the arguments constructed in the research, a questionnaire was elaborated and applied to the civil construction workers. The results analyzed are shown in accordance with the data obtained in the previous step. It was possible to verify that, even in a small sample, the social problems identified as key questions for the characterization of the sector's delay were perceived or denounced through the survey.
