Resumo: One of the attributions of Itaipu Binacional maintenance engineers is to write technical specifications and to issue materials requisitions. These acquisitions present a diversity of values and complexities, ranging from small purchases to complex, high-value panels, equipments or systems through international bids. In addition to the Maintenance Superintendency, the procurement processes involve divisions from the company's Technical, Financial and Legal Offices. According to the values and level of complexity of the materials, the time elapsed between the issuance of the requisition and the actual contracting may vary from a few months to more than one year. Due to the nature of the company, the acquisitions must comply with rules and instructions of internal procedures. This work presents a description of Itaipu's General Rule for Bids and its complementary Procedural Instructions. Through a questionnaire, the level of knowledge of the employees of the Department of Maintenance Engineering was evaluated regarding the company standards. The main difficulties faced and suggestions to improve and speed up the acquisition processes were also collected. Based on the answers of the employees to the questionnaire as well as on the main difficulties and suggestions, measures were proposed to optimize the processes of acquisition of goods and services. In addition, a practical guide with recommendations for the issuance of materials requisitions and the preparation of technical specifications is presented.
