This paper approaches a collection of ideas. Based on theoretical and professional references, a theoretical basis was developed that has as main objective to show that there are differences between the outsourcing of the IT services offered by the company itself and a PJ (Outsourcing or Independent Contracting). IT Management faces difficulties in managing its projects when managing direct employees; employees, whether contracted as a single legal entity or a company with several outsourced employees. Although there are facilities; financial, legal and now labor, from this miscellany of ways of contracting, the question of discrimination between the parties rises. This study analyzes the risk factors associated with IT outsourcing policies, adopted by the State Tax Administrations of Brazil. To this end, it develops a descriptive, qualitative and quantitative research in the Brazilian states. It also uses content analysis techniques. The results show that the organizations investigated extensively use outsourcing in both operational and strategic IT functions. |
