Resumo: This work searchs to understand the question of the development of the children with syndrome of Down, and its pertaining to school education in regular education. The present research is based on the Historical Cultural boarding, that has as main representatives L. S. Vygotsky. N. Leontiev. R. Luria, amongst others. Also, we use written of authors who are concerned exclusively about the syndrome of Down, its characteristics, concepts and possibility of learning and development, amongst which we may mention V. Danielski and M. Voivodic. Of the studies that we carry through, we could conclude that the person with deficiency had some types of attendance, and that, currently, the fight is for one real inclusion, pertaining to school or the social way. The children with syndrome of Down, in special, present a slower development, however they possess capacities and, in accordance with the environment and with the established mediations, they can learn and develop. In such a way, it is important that they are, since early, included in classrooms of regular education so that, coexisting with the other children and for the mediation established between teacherknowledge-pupil reach a superior development by means of learning of scientific contents, being able to participate during their lives in an effective way of the society. So, that this reality may be accomplished, it is necessary a new understanding concerning the person with deficiency, that it may surpasses the impossibility, illiteracy, impossibility. That it may have a positioning in the direction of that, in the school, the goals and objectives are the same, for all the pupils, making possible a development by means of the learning.
