Resumo: The Unified Educational Centers (CEUs) are educational complexes located in the outlining guethos of the city of São Paulo, maintained by the São Paulo City Hall, which offer integral education for people of all ages. Besides the educational project of the CEU there are cultural, sports and leisure activities that aim to reach thek local population. It has been decided to analyze the Management Council of CEU Jaguaré, because it is an instance of privileged citizen participation, made up of different social actors present in its daily life. Thus, this research has the objective of verify whether the structure, composition, dynamics of operation and participation of the constituent members of the CEU Jaguaré Management Council contribute to the construction and consolidation of a culture of citizen participation among its employees, trying to capture what are the actions that the CEU Jaguaré Management Council has undertaken to achieve a culture of participation among its employees, and on the other, what image CEU Jaguaré employees have in relation to the performance of the Governing Board as an instance of democratic participation. Data were collected through bibliographical and documentary research, empirical data were collected through semi-structured interviews applied to CEU Jaguaré employees and members of the Boards. It was verified that CEU Jaguaré Governing Board is effectively implemented, but in the sense of a democratic functioning, it does not function fully. It also has many limitations that prevent it from functioning in a way that contributes to democratic management, most of which are constraints stemming from the prevailing bureaucracy. It has been observed that employees end up giving up because they consider that things are already given, and their participation is a vain effort, unable to bring any change.
