Therefore, based on studies made by other researchers on the subject, the concept of Democratic and Participative Management was conceptualized as the way that public managers manage the available resources in conjunction with society, were also identified some instruments of popular participation were identified, and the importance of society participation in Public Management and the role and posture of public managers facing these challenges were discussed. Using qualitative research, bibliographic research about Democratic and Participative Management was done, as well as interviews with eight city councilmen and one cabinet chief of the City Council. In the presented results, it can be observed that some of the identified difficulties, such as lack of availability, lack of incentive and lack of political instruction of the population can be overcome, firstly, by the representatives, without discarding the need for popular interest as one of the factors of the consolidation process. Lastly, it is suggested the realization of new research about the topic and the study object of the present research from the point of view of other actors involved in the process of democratic and participative city management. Através de um estudo de caso na cidade de Poá SP, este estudo buscou compreender os desafios enfrentados pelos gestores públicos em tornar a população corresponsável pela gestão da cidade. Para tanto, a partir de estudos feitos por outros pesquisadores sobre o assunto, foi conceituado o tema Gestão Democrática e Participativa como sendo a forma de os gestores públicos administrem os recursos disponíveis em conjunto com a sociedade, foram ainda identificados alguns instrumentos de participação popular, discutido a importância da participação da sociedade na Gestão Pública e o papel e postura dos gestores públicos frente a estes desafios. Utilizando-se da pesquisa qualitativa, foram realizadas pesquisas bibliográficas sobre o tema Gestão Democrática e Participativa, bem como entrevistas com oito vereadores e um chefe de gabinete da Câmara Municipal. Nos resultados apresentados notou-se que parte das dificuldades identificadas, como a falta de disponibilidade, a falta de incentivo e a falta de instrução política da população podem ser superados, a princípio, pelos representantes sem, no entanto descartar a necessidade do interesse da população como um dos fatores do processo de consolidação.
