Resumo: This research investigates the Community mediation as a means of social inclusion. The analysis of the development of participatory culture assumes that community mediation demonstrates the citizen's ability to solve their own conflicts. Currently, if a conflict arises between two people, the law requires that, for ending this situation and to restore peace, it is necessary, that is called the state judge so that it review the case and say what the will of planning legal, exercising its essential function, which is peace. Note, the need for alternative modes of implementation of active citizenship within the Community and, as a logical consectário for the exercise of participatory democracy, among other initiatives, deserves emphasis on conflict mediation. This study therefore aims to show how the Community Mediation can assist in the realization of participatory democracy. To this end, it used documentary research, seeking factual reports and exhibits of the project developed in the poor communities of the state of Ceará, which has implemented a participatory community mediation through the Community Mediation Centers of the Ceará State Court of Prosecutors. Initially, we talked about the concepts of participatory democracy and community mediation. Then analyzed the set of interconnections between participatory democracy and community mediation. Following this tune, we demonstrate the contribution that community mediation back to the communities in which they are implemented, as it brings the individual to the center of a controversial social issue: the importance of demonstrating to the citizens the opportunity to be responsible for their own destiny, solving their conflicts through a positivist and autonomous stance. Later, it was pointed out on the ongoing mediation projects in Ceará communities and their factual findings, given that 75% of cases brought to the community mediation project were successful, a fact that confirms the effectiveness of this type of work. As a result, it was shown that mediation can contribute to a democratic mindset and as instrument of social inclusion, contributing to the achievement of full citizenship.
