Resumo: This research presents a conceptual theoretical approach to participatory governance with a focus on participatory budgeting. The topic under study aimed through research conducted to analyze the dynamics of citizen participation of São José dos Campos in the discussions and drafting of the municipal budget. The specific objectives of this research were the analysis of the budgeting city regulations, identification of the participatory spaces and effectives participatory practices and the premises between participatory dynamics and the theory. It presented concepts of participative governance, public budgeting and participatory public budgeting. Popular participation in the governance was taken with the promulgation of the 1988 Constitution and the country's democratization process. The social movements of the 1970s were crucial for the institutionalized of popular participation by the 1988 Constitution. Participatory governance is critical to the sustainable development of the city, the current participatory budgeting of Sao Jose dos Campos - Budgeting Planning Participatory - BPP, in the current configuration, was released in 2013 and settled the guidelines, objectives, goals and programs city for the period 2014-2017, from discussions with all civil society and it was created a city participatory budgeting council to follow the budget cycle.
