Generally speaking the work presents the meaning of the words: Auction and control, and brings a reflection Brazilians in the sense that the democratic rule of the People's Law holds the power, so it should oversee the activities of who represents them in charge of Public machine. Thus, through doctrinal and media elucidations, but mostly legal requirements, explained the tools to occur the control, specifically in the bidding process. It also stresses the importance of the principles of administrative law, and its application in the bid to defend the common good, which are implicit and expressed in several articles of the Prior Information Act.
