Resumo: This study aimed to analyze the facilitators and the difficulties of Ponta Grossa in obtaining resources coming from the federal government from the Decree 6,170 / 2007. For this was highly regarded as some terms which are projects, agreements, transfer agreements, terms of partnership. So they were treated the regulations governing the voluntary transfer of resources through Decree 6,170 / 2007 regulated by the Ministerial Decree No. 507/2011. There was a survey of proposals submitted via gate of covenants - SICONV during the years 2009-2015 by pointing out the number of proposals that were approved and executed, and the amount of proposals that were under review, presented in the form of graph. It conducted a comparison between the four largest cities in the state of Paraná with more than 300,000 inhabitants, where it was shown that the city of Ponta Grossa falls far short of what might receive funds from the federal government. With the collection of data taken from questionnaires answered by municipal employees of Ponta Grossa Prefecture pointed up what difficulties encountered by servers in the execution of agreements and the use of the portal of the covenants and also what facilitators and restrictive factors brought the new standard . It is clear from this study that the municipal administrators are not performing their duties properly as a way of raising funds from the Federal Government. The analysis of data taken close to servers that work in the project area of the City of Ponta Grossa came to the conclusion that the municipality needs to train servers and create a centralized department of SICONV operations so that the received resources are optimized and increase the possibility of raising the resources available in the federal government.
