Resumo: This study seeks to address the issue regarding the decentralization of social policies, which after the entry into force of our Federal Constitution of 1988, went on to establish new democratic governance mechanisms in the cities, so that citizens can participate in this process elencando their top priorities. Thus, with the replacement of the old paternalistic, authoritarian and clientelistic ways in democratic practices and processes, citizens, started to operate, inspect and take initiatives by communities, multiple action groups and social movements. In this sense, civil society awakening and active participation of its sectors of society in the development process, are striking phenomena of recent history in our country. Social control is participation in public management that guarantees spaces citizens to influence public policy, and enable the monitoring, evaluation and supervision of public institutions and non-governmental organizations, to ensure the interests of society. The collegiate bodies, municipal councils, commissions and others, are of paramount importance to the inclusion of the population in the democratic practices of control and inspection in municipal management. So are spaces that seek to build through the collective action of numerous social subjects the expansion and strengthening of the aspirations of society. Thus the reason for the choice of the theme "participatory democratic management and the performance of health municipal council of the municipality of Telemaco Borba-PR.", Takes place through various motivations, including, the latest national events of the population out to protest in the streets, sharp dissatisfaction with the party spectrum, and consequently with the political system, and then diagnosed by many as a "crisis of representation". Also, being on a major social political conflict because, as new channels are created for social participation in the state, old channels remain unknown to much of the population, mainly due to lack of information and political interests.
