This work aims to analyze the master plan of the municipality of Moreira Sales, and implications arising from the use of practice desdobro, of lots urban from legislative changes the reduced the dimensions set in the past. In order to persue the main objective, the research examined the municipal legislation regarding the occupation urban land, considering all the aspects related to speculation of real estate. The impacts of economic and environment and the question of urban voids, exposing the consequence caused by alteration in legislation. That perspective, this research, aims mainly shows inadequacies, caused this changes to a small town like Moreira Sales, that still has many vacant lots ready to be built. Based on the premise that the unfolding of batches for the construction of more than one housing in the same urban terrain, proves to be detrimental to the city and it’s residents. Was possible to conclude, that this practice, somehow, allows access to housing for disadvantage, even more limited. Finally, the public administrator suggests the use of legal instruments, to minimize the effects of using the practice of desdobro in the municipality. The small literature was given buy official documents, as the Federal Constitution, the status of the city and the plan directly. The lack of bibliographical references may be due to the fact of the matter is still new; witch may somehow have interfered in the research. A criação de um Plano Diretor nos municípios se deu em virtude da necessidade de se organizar e regulamentar, em forma de lei, o crescimento das cidades, nos termos do artigo 182, da Constituição federal. Este trabalho objetiva analisar o Plano Diretor do Município de Moreira Sales e as implicações advindas da utilização da prática do Desdobro dos lotes urbanos, a partir das alterações legislativas que reduziram as dimensões fixadas anteriormente. A fim de perseguir o objetivo principal, a pesquisa analisou a legislação municipal no que concerne à ocupação do solo urbano, observando os aspectos relacionados a especulação imobiliária, aos impactos econômicos e ambientais e a questão dos vazios urbanos, expondo as consequências provocadas pela alteração na legislação. Nessa perspectiva, esta pesquisa tem como objetivo principal mostrar as impropriedades provocadas por estas alterações para uma cidade de pequeno porte como Moreira Sales, que ainda possui muitos terrenos baldios aptos para serem edificados. Muito embora tenha se partido da premissa de que o desdobramento de lotes para a edificação de mais de uma moradia em um mesmo terreno urbano se mostrava danosa para a cidade e seus moradores, foi possível concluir que esta prática de certa forma permite o acesso a moradia para as pessoas menos favorecidas, mesmo que de forma mais limitada. Por fim sugere ao Gestor Público Municipal a utilização de instrumentos legais para minimizar os efeitos da utilização da prática do desdobro no Município. O pequeno aporte teórico da pesquisa deu-se através de documentos oficiais como a Constituição Federal, o Estatuto da cidade e o Plano Diretor.
