Resumo: This study aims to address objectively the study of legal and illegal drugs, describing the evils of drugs in society, raise some of the reasons why children and adolescents with addiction, show the consequences suffered by these young drug users in social and family. Demonstrate the importance of a municipality in the creation of a Public Policy focused on drug prevention. Aims also a case study in São José dos Campos in 2010 that created the Municipal Anti-Drug Program - Promad that has as main objective to inform and prevent children and adolescents from this reality that plagues society. Show the various projects created in the program and the way they are developed. Where as Promad notes that children and adolescents before trying illicit drugs, begin their first experiences with licit Program's main focus is to demonstrate to young people in a clear, objective and playful about the harm that alcohol brings in their life, especially at an early age. In this context, the study's main aim is to question the means used by the program have brought the city a satisfactory result. Show the importance of this Public Policy in the city and how its projects are implemented. These projects are for example: the Municipal Drug Gymkhana, Tent Itineranti, Trader's Guide among others.
