Resumo: This research presents a case study on the implementation of a government program called POP - Budget Planning Participatory used as a strategic planning tool for a better development of the city of São José dos Campos . This paper presents concepts of creation, planning and program development as well as their actions and the first results . The methodology of work included , in addition to the bibliographic articles, monographs and books related to the topic , interview with the Secretary of the Treasury of São José dos Campos and participation in training on public budget to members of the monitoring committee of the program carried out by the Secretariat Farm with a view to form the theoretical framework . During the plenary of the program over three thousand residents of different regions of the city debated and chose the areas of the municipal administration that should receive more attention in the allocation of resources by the Multi-Year Plan , which considers what we intend to do in the city in the medium term. Among the proposed topics , Social and Urban Development Policies stood in the preference of participants , having been chosen in 56% of cases . Initiatives like this have marked the consolidation of genuine participatory governance, which should increasingly contribute to the strengthening of democracy , social control of public resources and governance in the city . In analyzing the program we found that popular participation in an effective and transparent way we can define the optimal management of expenses and investments of public money raised through our taxes and so participate in real democracy.
