This research presents a theoretical approach that first treats the definition of microenterprise and small businesses, discussing the concepts of the legislation, analyzing which differentiated treatments they hold when engaging in public bidding, explaining what motivates this differentiation. It presents the bidding concepts and its modalities and the employment of the general law of microenterprises and small businesses in government purchasing. It discusses the obstacles that restrict the small businesses in participating in bidding sessions. It lists the decisions of the municipal governments that can change this situation, identifying which legal and management measures can be taken to ensure that local and regional Microenterprises participate effectively in government purchasing procedures, aiming the strengthening of the local and regional economy, which will have an immediate impact on the wealth increase and improvement of local and regional income distribution. It also identifies that the local and regional promotion of microenterprises has a direct link on the cities development and the quality of life of its citizens, it will only become reality through a public policy that promotes entrepreneurship, through planning that involve not only the public manager, but a web involving state and federal agencies, public officials, political actors, private organizations, businesses, and essentially, the society bring as a discussion the need of a change of municipal public policy purchaseso, that this joint effort can transform our cities into sustainable cities . |
