The workers’ health was raised to the constitutional level with a fundamental guarantee as a right to health because it is part of the Unified Health System, which is ruled by the principles of universality, integrality, equality, with social control and with a hierarchal and decentralized organization. So it is a public policy that aims to ensure the right to dignity through the exercise of citizenship offered by the public policies. São José dos Campos is a city with an industrial and services park (this one the predominant) formed, which ask for care with services and actions in workers’ health in the form of public policies. The objective of this paper is to identify weather there was an implementation of public policies in workers’ health (WH) in the city, in the period from 1996 to 2014 given the strong rearguard of a National Policy on Health and Safety at Work. The framework of the analysis is the existence of a new theoretical and methodological referential adopted by Brazil for the development of public policies in WH since the 90s and has focus in the knowledge and participation of the workers to help identify health risks in the workplace, as well the best way to improve the working conditions. The methodology used is based on the analysis of the speech of a professional from the referral center for occupational health, the data collect from consultations in the city and the comparison with the literature produced by professional involved in the WH area that were published in the Revista Brasileira de Saúde Ocupacional with guidelines elaborated by the workers Health Surveillance, for implementation of social control, promotion and integral attention to WH and its’ rehabilitation, besides the production of knowledge to promote the evaluation and development of public policies in WH. The results reported that there is a demand in the city for WH, but is not prioritized by the Municipal Administration. |
