This paper presents a case study on the relevance of the Empresa Metropolitana de Transportes Urbanos within the concept of Public Management, specifically in the public transport segment. EMTU is a public, linked to the department of Secretaria de Estado de Transportes Metropolitanos engaged in the supervision and regulation of metropolitan transport company. Being a public company EMTU the Vale do Paraíba e Litoral Norte works with lean staff and an extensive land area, EMTU has its regional headquarters in São José dos Campos. Monitoring and regulating 77 intercity lines whose origin and destination cities of RMVPLN. EMTU obeys the law of CTB, as well as decrees and federal and state laws. The objective of this research is to present the EMTU role in the oversight and regulation of the Public Transport service Metropolitan and thereby demonstrate that this role is closely related to Public Management. For this research, the management reports were analyzed, interviews with department heads, literature review of the main concepts that underlie this work, as well as a comparison between the existing tariff system in Vale do Paraíba e Litoral Norte with the electronics BOM used in the Região Metropolitana de São Paulo . In the final results will be presented: the structure and hierarchy of EMTU in Vale do Paraíba e Litoral Norte, processing numbers and data into information and the presentation of the main technical indicators of public transport: IPK, PVD and CUV. |
