This study aims to highlight the importance of Alderman paper guided by the councilman own vision. Nowadays it is common faced with expressions like "Councilman such does nothing", "the councilors do nothing to nobody", "the councilors are dishonest", "Councilman only comes here at election time to ask for votes ". Anyway, there's a suspicion and a distorted view of councilor's role in society. The population is uninformed with regard to the role of councilor and some people even know the City Council. On the other hand the councilors have to comply with their constitutional and legal role to the extent that the legislature comes up with the important role of weights and counter weights in the republic. The political system today is based on a system of dependency that affect the entire mechanism of weights and counter weights. The Mayor, to ensure the approval of their bills printed in his government program requires the majority of the City Council. To ensure this majority, the Mayor has to negotiate with the city fathers. This situation may be impaired, the first function, fundamental Alderman: The Power / Duty to oversee the Executive. The competence that the councilor has to legislate will approach the question of law projects, legislative powers, division of powers, the historical origin of alderman, in Manueline ordinances when councilors ruled the city and were chosen by "good men" the community, through the political and structural development of the municipal legislature.
