This research presents a theoretical-conceptual approach to the issue of information
sharing and knowledge, focusing on the information contained in the transparency portals
of the Legislative Chamber and City Hall of Itapetininga - SP. The research intends to
demonstrate the importance of a transparent management that is based on the concepts
of Legality, impersonality, morality, publicity and efficiency in which the constitution in its
art.37 points out. It addresses concepts of information management, transparency law,
access to information law to be used in two main approaches, one being the basic of the
laws, which aims to publicize the public acts to supervise the ordinary citizen, and a
second and not less It is important to use the obligation of the law to disclose public acts in
order to increase the value of the image of the entities in question vis-à-vis the population
in general. It presents concepts of creation, environment and barriers to knowledge
management in organizations. It discusses the obstacles to sharing information and
knowledge and actions to overcome them, based on literature relevant to the topic.
Supplemented by qualitative field research, where public disclosures were made in
transparency portals, such as the sharing of information in the transparency portals of the
two powers in the city of Itapetininga - SP. It was observed according to the research,
which sought to search for sources of sites of the transparency portal of Itapetininga, in
addition to television channels of the city, which according to Law No. 12,527 / 2013
determines the constitutional guarantee of access to public information, entered in force on
May 16, 2012 some requirements need improvements in the transparency portal, such as
the non-compulsory registration to access the bids, and that updating information in real
time is necessary, in contrast to other municipalities in the region that do not provide the
portal, Itapetininga has been seeking to disseminate information to citizens. |
