The current paper has the objective of distinguishing the role of the Municipal Council of Health from Itapirapuã Paulista to the civic and public transparency. It points to the operation of the Municipal Council of Health towards guarantee of transparency and social control in the application of the financial resources for the Health Department and managed by the government. As methodology, this research was built with scientific and technical approaches, through literature research, data collection and analysis of surveys in field research. Among the main results, it is found the problematic of a still impaired acting in social control due to factors like the counselors’ lack of training, narrow use of the social control portals, among others. Therefore, this study intended to understand the effectiveness from the operation of the Counselors, the defense of the democratic principles settled in Social Control, in the Fiscal Responsibility Law and in the need of taking action when irregularities are observed in the destination of the financial resources, in this case, from the municipal government. |
