This paper aims to study the criteria adopted by the city of São José dos Campos to select partnerships. It refers to the existence of Social Work and Charities Organizations within the city of São José dos Campos, which intends do evaluate the potential held by those institutions. It also deepens the democratic content in public policies management and to increase its efficiency to respond to the social demands, helping the City Administration to offer the proper help to the population needs. This study is exactly about this subject, focusing the economic dimension, such as the criteria for transferring public money and the establishing partnerships with a diversity of social services entities, with representative and participative role in the city administration, as well as to manage the services to attend the social demands and the desired results. It also ranks, under the perspective of public management, the potential of the social entities, theoretically evaluated, through a concrete institutional approach provided by the Secretaria Municipal de Desenvolvimento Social, Fundo de Solidariedade and Secretaria de Promoção Social of the City Administration of São José dos Campos. After applying the hypothetic-inductive method, it was possible to observe the particularity of a social care organization to describe and correlate the experience with the city public service with social care organizations. The main result observed is the difficulty found by those social organizations to obtain financial resources to meet the social demand, and the insufficient amount of funding offered by the city administration to meet the social demand from the population in needs. |
