This academic study intend to visualize the changes on the Economic Development Legislation in São José dos Campos City and its influence in the attraction and retention of companies, to help in the process of promoting changes in the economic basis and the strengthening of its vocation to the attraction of technologic based companies. The present study aims focus upon two types of municipal legislation: the incentives laws to companies and laws to lessen the bureaucracy process of the formalization of companies. Due to the incorporation of science and technology areas and the strategic change of the Secretariat for Economical Development in São José dos Campos, this study also aimes focus upon the analyses of the main laws of science and technology incentives wich are the laws of creation and development of CECOMPI and Technology Park of São José dos Campos. As secondary targets, the present study analyses the evolution of the incentives laws created to the attraction and retention of companies in São José dos Campos and also analyses the legislation created to lessen the bureaucracy process of municipal license of opening companies. The importance of the theme is due to allow a critical vision of São José dos Campos legislation in Economical Development field and allow to promote, efficiently, the central goals that results from the attraction and retention companies policies: the job generation, the per capita income growth and GDP growth. This study adopts exploratory technique research, document research application, descriptive and qualitative research. As main results points out the little effectiveness of the incentives laws by contrast with the excellent result of the legislation created to lessen bureaucracy of municipal license process to opening companies due to the increase number of companies licences. This study also points that CECOMPI and Technology Park of São José dos Campos legislation allowed the development of a municipal policy to attract investment of technological basis, São José dos Campos vocation. |
