In order to do so, it presented a research with a theoretical-conceptual approach on the history of the Public Budget in Brazil, later described on the Public Budget in the municipalities, on the concepts of the budget cycle and its characteristics and finally presented the composition of the Municipal Public Budget. The main problems encountered were: lack of qualification of the public manager and of the employees who perform strategic functions, inefficiency of the collection of own municipal taxes, lack of planning and lack of popular participation in the decisions and monitoring of the Municipal Public Budget. Considerando que o Orçamento Público é um instrumento de gestão de maior relevância em todas as esferas de governo, visto que ele tem como finalidade gerenciar e controlar as receitas e as despesas anuais de um órgão público, buscando sempre atender as necessidades da comunidade em geral, esta monografia direcionou seus estudos na identificação dos principais problemas enfrentados pelos gestores municipais dos pequenos municípios do Estado de São Paulo em relação a elaboração e efetivação do Orçamento Público Municipal. Para tanto, apresentou uma pesquisa com uma abordagem teórico-conceitual sobre a história do Orçamento Público no Brasil, posteriormente descreveu sobre o Orçamento Público nos munícipios, sobre os conceitos do ciclo orçamentário e suas características e por fim apresentou a composição do Orçamento Publico Municipal.
