This paper presents the challenges of a small town facing the implementation of the municipal strategic planning, which are identified through a desk research supplemented by a case study in Itaberá / SP. Presents a set of actions that can mitigate or overcome the difficulties. Therefore, bibliographical research the applicable law to the issue, to conceptualize the instruments that integrate the public planning process, the importance of strategy in decision making, the role of internal control and popular participation.
