Resumo: This Research aims to specefify how priorities are set out in schedule publishes the Municipality de Goioere steps this process, demonstrating how are organized sets of actions, in order to set priorities, based on the programs, project andmunicipal works. Understanding this way, if the decisions rely on social participation effectively. In this context the criteria listed will be used to establish publishes agendapriorities, directed to the discussion, with respect to the real needs of the population. The aim is to investigate whether there participation the formulation of effective social decisions. To contextualize, some concepts will be discussed about public policies, criteria for definition of priorities publishes an agenda, and on social demands, as a disadvantaged class. Also covered will be about the importance of social participation in public decisions, as well as the role of managers publics regarding the responsibility to manage for the common good, to manage the city, focusing on the citizen and their needs. Given the above, it is considered relevant for this vision of a democratic politics, based on ethical the transparency and visibility of proposed goals you a participatory and democratic public management, that meets the purpose of its constitution, which is to govern for the common good, that meets the real needs of society, prioritizing the legitimate social demands.
