Resumo: Until recently, public policies were more focused on the fight against the spread of diseases and accidents caused by animals. Since 1990, with the indication that the presence of animals on the streets comes mostly from excess births, the authorities have become concerned with the issue of overpopulation and consequent abandonment. For the sake of human welfare and animal, there is a need to develop strategies for efficient and humane population control of urban animals. This study aimed to examine the actions performed in Telêmaco Borba for population control of domestic animals through surgical sterilization program and educational campaigns. The methodology was exploratory and descriptive data collected from the Ong Amahteb and Municipal Health Telêmaco Borba. The program in the municipality had its beginning in mid- 2005, and the castrations are performed in clinical auctioned as well as joint efforts made in the kennel, contemplates homeless animals and those belonging to low-income families, and on average were performed surgical castration in the years 1700, 2011 and 2012. It was concluded by the need to enhance the actions performed in the city seeking a greater ability to service the population and harnessing a more comprehensive educational programs for responsible ownership, animal welfare and health promotion, thereby contributing to birth control for dogs and cats.
