The present work seeks to analyze the relevance of public procurement planning and the contributions of the Price Registration System (SRP) to achieve efficient logistics management. The numerous cases reported by the media about the misapplication of public resources motivated this study, with the objective of identifying best practices in municipal public agencies and seeking new knowledge to update the repertoire of mechanisms that enable public agents to develop and optimize their processes, generating improvement in the logistics process. It presents the planning in the Brazilian Public Administration and the legal provisions that establish its obligatoriness, as well as the instructions of the TCU that demonstrate the necessity of the planning for the public acquisitions and contracting. It shows the need for forecasting demand and conceptualizes public logistics. It presents the bidding as a rule for public procurement and describes the bidding modalities and procedures, as well as the SRP. It also includes documentary research and field research in public agencies of the municipalities of Jacareí and Taubaté, through a semi-structured interview and questionnaire with open questions, in order to verify how planning of the purchases in practice has been considered and which procedures for its and the contribution of the SRP to greater logistic efficiency. It notes the existence of planning knowledge, but it detects institutional and professional capacity constraints, which makes it difficult to execute them for public procurement, as well as the lack of an increment in planning culture, making it difficult to disseminate efficiency in administrative actions related to logistics operations . It also checks the contributions, advantages and disadvantages of SRP. Finally, it proposes alternatives for Public Administration, with the purpose of minimizing risks, achieving efficiency, effectiveness and effectiveness of actions. |
