The present job sought to conceptualize the relationship between the State and society in the face of the demand for urban mobility through bureaucracy. Disorganized urbanization has brought a great challenge to public managers, urban mobility is a demand that enters the political agenda from the moment it generates conflict of interest. The interests involved in this spectrum privilege the use of the vehicle in an individualized way.Through this perspective, we sought to establish a relationship between the concept of bureaucracy as an instrument of power and control and the response of the State to society regarding the challenges of urban mobility.The data collection was documentary, being performed through the ordinances and regulations formulated by DETRAN.SP for procedural organization within the agency. Analyzing the scenario in which the institution is currently and the previous one to its restructuring, where the bureaucracy in the organization was reviewed, as in the case of ordinances 540/1999 and 101/2016 that regulate the accreditation of CFCs, being observed that in the most recent ordinance the requirements for this CFCs to become fit increased significantly as to its physical structure. Through this collection can be perceived to which bureaucracy present within the State has a function in front of the demand of urban mobility, has as a result a public policy in the field of the subject addressed has privileged the individual vehicle to the detriment of the collective and other forms non-motorized vehicles such as bicycles. In this sense, DETRAN.SP, as an organ of the SNT, demonstrates its contribution to this context by materializing this public policy, which is a framework that must be overcome by the public manager. |
