This research presents a theoretical-qualitative approach of the performance appraisal theme in the Brazilian public service, focused in the municipal legislative employees. It discusses the performance appraisal concept and its approaches, kinds and methods, as well as its introduction in the public service, considering the historical context of the New Public Managerialism. It presents correlated legal aspects and obstacles to managing personnel in public organizations, based in literature pertinent to this theme. Accompanied by a field research, with the application of a survey, this case study obtained the perception, with regards to the performance appraisal, of part of the group of public servants of the City Council of São José dos Campos, who have their performance annually evaluated. It also describes the performance appraisal model adopted by the organization, and retrieves, by means of an interview, its implantation process. The system does not address the totality of public servants, only those that entered the organization most recently, hired through the application of a public exam, which creates asymmetry in the relations. Another issue to its credibility is its dependence on the openness and honesty of those who fill in the evaluation forms, which is not possible to ensure and verify, running the risk that the performance appraisal becomes a mere bureaucratic formality to fulfill the law. On the other hand, it constitutes an opportunity to promote the dialogue, the feedback culture, and planning of each section of the organization, since the tasks are formally described in a job plan. Among the evaluated employees, the majority declared they consider the adopted approach objective, and the perception is dominant that the performance appraisal is important both for the employee development and for the organization, revealing that the New Public Managerialism speech was incorporated and is consistently reproduced. |
