Resumo: The construction sector is one of the most important economic sectors in Brazil. There is a growing need to better manage the execution of works of building, operating effectively in the implementation of safety. In this context, the aim of this paper is to present a Safety Management System Model, demonstrating the applicability of a management tool designed from the standard Brazilian Regulatory 18 (NR 18), which is called Occupational Safety Check-List in Construction, and also highlight key recommendations for the development of organizational culture geared to safety, in a construction site in order to assist in the effective implementation of which calls for NR 18, and minimize the likelihood of accidents, with the elimination of unsafe conditions and actions. The methodological approach consisted of an exploratory descriptive research from real analysis on a construction site, and the case study method of main procedure. It is classified as a qualitative and quantitative research, with the aim of gaining knowledge for practical application through numeric indicators and interpretation of results. As a model of performance indicator developed, used the calculation of the possible penalties for non-compliance with applicable laws of each executive's work month, according to Regulatory Standard 28 (NR 28) where monthly compared the results, highlighting the effectiveness of the relationship between contractor and contractor throughout the work on minimizing nonconformities and unsafe conditions. The theoretical basis is based on the presentation on prevention and work safety control, contextualizing the evolution of relevant studies, the requirements of current legislation, the guidelines security management programs, and the guidelines of the OHSAS 18.001. Subsequent to the development of research and analysis of the results, the highlights were important families of key issues for effective safety management on construction sites. From the verification of the results, it was observed initially in the construction site lack of planning, work safety procedures and negligence as regards compliance with NR 18. With the progress of the work, after the synthesis of the results, it was observed the effective reduction of non-conformities, which concluded that the proposed management model can be an important ally to the challenge of job security implementation in building works, and minimizing unsafe conditions on a construction site, contributing so effective for the effective implementation of the NR 18. in addition, the recommendations highlighted in each item analyzed NR 18 helped in reducing unsafe conditions, the formation of the company's security policy, and awareness of the workers involved.
