This study entails a comparative analysis between the urban-planning Master Plan currently in effect (Law 482/2014) in Florianópolis - Santa Catarina, and its previous plans from 1985 and 1997. The study aims to verify urban planning instruments, in order to reveal similarities and changes in the city's policy toward environmental management. Among the variables analyzed are the legal definitions of Permanent Preservation Areas, Limited Use Preservation Areas and Green Leisure Areas. Sectoral Plans and zoning categories are also described. A case study is presented, evaluating the Canasvieiras neighborhood, where a detailed record of zoning developments is available. The analysis determined that though similarity was high between variables defined in both plans, the current plan addresses a wider breadth of topics. Law 482/2014 has comparatively more simplified and permissive concepts, furthermore, changes to the Canasvieiras zoning plan have allow greater population densities to become possible in this neighbourhood. |
