Resumo: This theoretical essay aims to investigate the mechanisms that generate urban floods and their hydrodynamic representation, based on iterative neocartography in a virtual reality environment. The main motivation is the demand for knowledge of a conceptual model for flood mapping according to ISO 19.152, which defines guidelines within the scope of territorial planning, and thus seeks to establish fundamentals from a three-dimensional perspective. For the execution of the objectives in this essay, a literature review is presented considering aerial mapping activities with UAV, remote-controlled boat Q-boat bathymetry, hydrological modeling (HEC-HMS) and hydrodynamic modeling (HEC RAS), besides the application of results in virtual reality environment. Finally, it is expected that the approach used can be an important tool for the assessment, control and management of environmental disasters by floods, to be used by the manager in the decision making process.
