This work is an examination of public budgeting in practice. He has the experience of budgetary and financial execution in Regional Labour and Employment in the State of São Paulo, an integral organ of the administrative structure of the Ministry of Labour and Employment, focusing for the lack of a strategic plan for decentrations resources so one can focus on the care of the demands of society and continuous improvement in service delivery to the community .
