It tries to demonstrate how this Council is organized and composed, and its capacity to monitor and make suggestions to improve the quality of health services provided to the population by the Municipality, also addressing the relationship of the Council with the government. To carry out this work, a research of bibliographical references and data collection was chosen, with the application of a questionnaire to the Council directors, which was later analyzed and formed the basis for the elaboration of the results, in addition, the minutes of the meetings of the Council in question were analyzed. Through the development of this study, it was observed that there is still much to be done to implement social control through the society’s participation, but the management Councils are an important communication channel between the government and the population, and allows all layers of society to discuss on an equal basis the best allocation for public funds to be invested in health care.
