Resumo: Toward of the inequality and social exclusion, the public policy from vocational education arises as an allied to the educational development of Paranavaí city from Paraná (PR). Therewith, it is necessary that such policies to be expanded in order to provide a greater positive result of the population and the labor market. Therefore, the aim of this work of completion of the course is to analyze the development and implementation of public policies geared to vocational education offered in city of Paranavaí from Paraná (PR) as a tool for educational development. It also presents the theoretical frame of this work, methodologies of applicability from educational public policies. The research was characterized with descriptive quantitative approach. The survey instrument used was the questionnaire applied to students in a teaching unit of the city. It was investigated the profile of the users of these policies and which is their prospect in relation to vocational education. The results obtained in this research show that most interviewed believe in vocational education as a bridge to the labor market and as the end of social inequality.
