This paper focuses initially outsourcing arises in the private sector, aiming to bring expertise and cost savings to companies in a period of necessary market innovation. Inserted in the Brazilian government in a period of reform of the state also required the cravings of International Organizations. The implementation of outsourcing in state agencies attended reduce costs with personnel expenses, the following regulated by the Fiscal Responsibility Act which placed limits on spending these expenses. Study the state of São Paulo, which fully adheres to these precepts, and specifically the Department of Education São Paulo, through a case study on outsourcing the preparation of meals service, considered nonessential, civil servants replaced by outsourced workers. This case study takes place in the Board of Education 2 South, where it was possible to identify the dilemmas caused by this service outsourcing and its consequences in School Units. |
