This study centered on the figure of the municipalities in the list of members of Public Security in Brazil, with its strong influence and tendency to reform this model, which goes to the security municipalization. Highlighting the government's actions, their conflicts, the issue of violence and clamor of society for social justice. The existence of fundamental rights and guarantees in parallel access to justice. The system lacking effectiveness, efficiency, and not permanent concern the establishment of the quality of life.
