Resumo: The research presents a qualitative approach, concerning the development of actions by civil society, which seeks to apply social control mechanisms in public administration. Supervise, monitor and participate are some elements that make up the Social Control. Discusses the concepts of direct and representative democracy, examines the historical evolution in Brazil in relation to the political achievements and how these aspects have influenced, in practice, the search for greater social participation in politics. Consolidated in the Constitution and other laws that were emerging legal guarantees are another important point analyzed. As well as some experiences of public participation in public administration, which gradually arose. As is the case of participatory management that occurs in some municipalities, strengthening the idea of local power. The use of social control mechanisms is another factor discussed.
