Resumo: The competency-based management has been a quite relevant tool in the environmental organization which can contribute to the results of an organization, despite it's complexity. This paper analyzes, supported by an extensive bibliographical research, the set of actions that this tool provides the subsystems of human resources combined with other management tools, to demonstrate how it can improve the quality of services provided by public institutions, notoriously more rigid and resistant to changes. In this context, the public servant is a key element of this process, for he is the one with the ability to integrate and manage the internal competencies necessary for his own development and that of the organization. There are several challenges in the public area, among them the difficulty to promote the appreciation of individual professional performance linked to a financial incentive, proportional to the efficiency, for the purpose of estimulating behaviours and deliveries that meet the organization expectations. However, a succesfull implementation of the competency-based management can improve the process of public servants selection, evaluation, and remuneration, which requires planning, awareness and maturing of professionals in the public area.
