Resumo: Society is more demanding regarding public administration effectiveness, increasingly focusing on results. This study aims to identify affective, normative and instrumental elements present in permanent and at-will positions at Itapeva Town Hall and to assess their influence on labor activities. Those components characterize if employees remain in an organization due to emotional attachment, or because they believe it is right and moral to carry on, or because of the costs involved in leaving the job. In order to carry out this study a conceptual framework was elaborated through literature review and basic exploratory research, using a qualitative/quantitative approach and questionnaires. Data analysis was carried out using Excel 2013 software for sorting and presentation purposes. The affective element was observed both in permanent and temporary positions and it had an effect on labor activities. The conclusion is that the affective component stimulates employees to contribute positively and actively to labor activities. The peculiar characteristics of the posts, i.e., permanent or temporary, didn’t affect labor activities because employees dutifully carry out their functions, regardless of the type of post they hold in the organization.
