The present study aims to examine, from the context of public policy, the process of creating the Institute of Municipal Employees Retirement Fund Guarulhos - IPREF, and the guiding foundation for their financial support. Specific objectives are: Conceptualizing the Social Security System Wide - RPPS of public officials, the process of creating the Social Security Institute of Municipal Employees Guarulhos Analyze, Analyze the guiding strategic foundations for financial support. Concern about the future is part of every individual since antiquity, in particular the worker builds expectation throughout his life, a quiet retirement. Employees in Brazil in general contribute to the General Regime - RGPS, administered by the National Institute of Social Security while public servants are affiliated to the Social Security System Wide - RPPS with its own legislation. The RPPS of federal entities in Brazil has in recent years been the target of criticism and analysis as to its validity, by presenting mostly financial deficit. The Pension Reform started in 1998 brought significant changes to these systems themselves and includes the city of Guarulhos city of Sao Paulo. The pension system of municipal employees Guarulhos created in the 1960s still requires high financial contribution of public administration, and thus raises questions about the viability in the face of numerous demands required by the city, and some assurance of protection the study allowed servers to conclude that the existence of a unique pension scheme for civil servants, not always contributory follows a meritocratic vision throughout history. The IPREF reproduced features of pension systems and state of the union. The adoption of Unified Legal System Statutory constitutes a viable alternative to the sustainability of the system. |
