Resumo: The world is currently undergoing a moment of crisis. It is increasingly expensive and complex to guarantee minimum rights to the population, requiring much more training and preparation of managers and legislators faced with unlimited demands and limited budget. The reality of the Brazilian administrative structure requires a strong commitment to planning, since, deploy and maintain public policies in order to attend the needs of the population, observing the laws, is a challenge to be overcome. "Prohibition of Retrogression" and "Reserve of the Possible" are themes that generate relevant within the Brazilian public administration discussions, because its interpretation and application can directly impact the actions of public managers and policymakers, be they federal, state or municipal level. By this reason, this study aims to examine the terms "Prohibition od Retrogression" and "Reserve of the Possible" and its use in Public Administration, as well as address the implementation and maintenance of public policies considering a possible budget, relying the Fiscal Responsibility Law and highlight the need for planning in order to provide a dialogue between "Prohibition of Retrogression" and "Reserve of the Possible". The method used was exploratory bibliographical study. In this study, the data collected were not put to the test, but were explored theories that may even seem opposites, but may, through planning, be a collaboration tool for the efficiency and effecacy of public managers actions. These results allow us to observe that it is not possible to progressively maintain public policies without available resources, in other words, even in the simplest financial controls, consistency between what you earn and what you spend is basic. In sum is possible to say that is necessary an ambience of dialogue between the different actors involved in public administration in order to provide adequate planning for the implementation and maintenance of public policies that attend with efficiency, efficacy and effectiveness the social demands.
