The increasing development of cities has affected the welfare of the population is a critical issue that has impacted the civil society and public management. The present study was carried out in the municipality of Guarulhos - SP, in the period 2008-2013, aiming to analyze how the municipality faced the limits and challenges of sanitation, specifically the sewer system during this period. By the way, it is employed as a way the concepts approached about sanitation, historical in Brazil, the understanding of the Law. 11.445/07, and performance, strategies and challenges faced by the City Hall. The methodology used was descriptive and quantitative research with exploratory objectives in relation to the media is a bibliographical, documentary research, as well as a case study. Local information was obtain through informal conversations, on site- observations of the author and available scientific articles.The sample was composed of only two stations Sewer Treatment - STPs that are in operation to date, ETE São João and ETE Bonsucesso. We conclude that service greater citizen participation in the political life of the city, so it is suggested that the participation of residents is initiated in neighborhood associations, neighborhood through inclusive lectures and awareness of the importance of sanitation to population, education and prevention lectures, visits to other communities so that we can share experiences and learnings; sensitization of community leaders to participate in the session that the municipality provides for participation. |
