Market changes are affecting public and private organizations. In the public service in recent years are being implemented computerized systems, such as the Electronic Information System (SEI) and the AFD (Digital Functional Settlement). These services are provided by the Administration or its delegates, satisfying the needs of the administered. To do so, it is necessary that there be administrative agents, that here will be studied the public servants, who have constitutional rules and specific legislation that have governed them since their admission by public tender. They are only allowed by the principle of legality to carry out what is expressly described in Law. But we must not forget that we are dealing with people, human beings, different knowledge and cultures. The study of the work begins with the origin of the word "work", until the present day where workers and servants have won rights and improvements. It then deals with the public service and the public servant, and then deals with Ergology, which is a discipline of thought that seeks to call for the study of work situations, different disciplines and the knowledge that emerge from the workers. It is a multidisciplinary approach that mobilizes Economics, Ergonomics, Psychology, Linguistics, Philosophy, Sociology and Law to analyze the universe of work among others. Its precursor, Yves Schwartz, in France, at the University of Provence, also studies the complex activity Human work, self-use, prescribed work and actual work, the knowledges invested and constituted, the Dynamic Three-Pole Device (DD3P) and Work Group Meeting (GRT). Finishing with the possibility of applying ergology to the public service. |
