Resumo: This paper proposes a study by the Pro-Lar Jacareí Foundation, evaluating its housing policy, aimed at land regularization in the municipality, installed until December 2016, deadline for inserting areas of social interest (ZEIS) in the regularization program, in compliance with the legislation state. According to IBGE, Jacareí has 5500 lots that need land regularization, divided into 25 neighborhoods. Becoming a reference for the State of São Paulo, Fundação Pró Lar Jacareí (FPL) with its technical team, develops an advanced process of regularization of irregular neighborhoods in the municipality. The main objective of this work is to identify the most appropriate choices for the needs of the municipality through the regularization processes of the municipality. Interviews were conducted with the Current and Former President of the Foundation, describing expectations and challenges of the function, mentioning actions to combat housing deficit through land regularization, mainly in assisting low-income people who need the action of the government. Appended to the interviews, the AHP Method was applied, where with the help of city officials, criteria were determined for the Land Regularization process, identifying operational difficulties, measuring a likely ideal scenario for regularization. After analyzing the complexities of regularization, the importance of freezing the area is emphasized, which, after defining the areas to be regularized, its inspection is essential, preventing the invasion and creation of new lots, impairing the continuity of the process, due to the divergences of information. After analyzing the criteria, the Land Regularization process for FPL, points to Resources and Technical Projects essential to the regularization of the area, consecutively integrated by Programs and Location of the Area. Municipal resources are fundamental to the process. The Legal City Program associated with the Municipal, and its well-structured Technical Projects, mainly with basic sanitation and infrastructure, considerably facilitate actions. The popular participation in the inspection of the frozen area is highlighted, accompanied by lawyers and technicians updated with the legislation, to remedy the difficulties encountered. Finally, it determines that, if found in a public area, regularization of the nucleus becomes less complex. However, each nucleus to be regularized has its specificity, being necessary to know its challenges deeply, in order to offer the dreamed title of property to the residents.
