This research has as its theme the planning of government purchases based on the experiences of electronic trading in the municipality of Iracemápolis -SP. The study aimed to analyze the government procurement process through electronic trading, especially in order to verify the advantages and disadvantages of its use. In this sense, the study seeks to understand the limits and possibilities of electronic trading in the context of government procurement planning. In order to achieve this goal, the study discusses the introductory concepts on public procurement legislation, as well as the various theoretical foundations related to the theme. It presents the current situation of the city in the context of local public purchases and the introduction to the electronic trading model. Likewise, it presents the concepts of public procurement planning, as well as the current legislation on the topic presented. Analyzes concepts on bidding methods and especially on electronic trading in Iracemápolis-SP. Discusses the obstacles to implementation and actions to assist in the planning of public policies, based on the literature relevant to the topic. As syntheses, the results allow to consider aspects about the agility in using the electronic auction and the reduction of the use of physical processes, besides possible disadvantages the difficulties found in the small municipalities in relation to the internet connection system. In the final considerations, possible ideas are presented to contribute to future studies of improvement in public planning in purchasing management for small cities, having as reference the city of Iracemápolis-SP. |
